In July 2015 Stephen was appointed as the National Police Chiefs’ Council (NPCC) Lead for Crime Prevention, a role central to the achievement of a reduction in the number of victims of crime specifically and to the effective management of demand more generally. In October that year, the NPCC approved the National Crime Prevention Strategy. The strategy complements both the Home Office Modern Crime Prevention Strategy and local Police and Crime plans.

In July 2016, Stephen took up his appointment as Chief Constable for South Yorkshire Police (SYP) at what was a difficult time for the force. SYP has been recognised by HMICFRS as the most improved force in the country in each of the past three years and is now firmly positioned amongst the top tier of high performing forces.
